Why Experience Matters

Molloy has served in both the Executive and Legislative branches of state government and has been a federal and state lobbyist for decades. He understands the role of legislators, staff, regulators and external stakeholders. He has also managed political campaigns for local and state offices. With his deep legal background in governmental processes, Molloy also has led legislative inquiries and provided support to the Legislative Committee of the State Bar Association. 

Accomplishments

  • Led federal advocacy efforts to pursue forgiveness of the Medicare Accelerated and Advanced Payment Program.

    Led federal advocacy efforts to pursue forgiveness of the Medicare Accelerated and Advanced Payment Program and secured over $13 million for the Hackensack Meridian Health School of Medicine and over $13 million for the Pediatric Psychiatric Collaborative in the New Jersey State budget over the past three years.

  • Secured passage of legislation to designate the region’s first children’s hospital.

    Designed the strategy to secure bipartisan support of legislation creating K. Hovnanian Children’s Hospital - the region’s first children’s hospital. Crafted a new regulatory framework for future designations to maximize care delivery.

  • Created coalition to secure hundreds of millions of dollars for UPenn Health System

    Created a statewide health care provider and business coalition to secure tobacco settlement proceeds dedicated to Pennsylvania health needs; thereby generating hundreds of millions of dollars for the University of Pennsylvania Health System over the past two decades.

  • Crafted and executed a successful plan for reimbursement of $30 million in Medicare Disproportionate Share funds.

    Crafted and executed a successful plan for reimbursement of $30 million in Medicare Disproportionate Share funds from federal government and directed and managed successful Balanced Budget Act relief efforts (over $23 million) which included a massive grassroots advocacy campaign. As a result of the grassroots campaign on the BBA, the Health System received the Advocacy Award from the Delaware Valley Healthcare Council (DVHC).

  • Led successful effort to sustain ban of assault weapons that subsequently became the model for national legislation.

    As Policy Advisor for the New Jersey Governor’s Office, led successful effort to sustain ban of assault weapons that subsequently became the model for national legislation. Conceived and managed grassroots and media campaigns to garner support for Governor’s position in spite of veto-proof majorities in both houses of the legislature led by the opposition party. As a result of this successful effort, the Kennedy Center awarded the Profiles in Courage Award to the Governor.

  • Created the Violence Institute of New Jersey and orchestrated federal recognition for the Cancer Institute of New Jersey.

    Created the Violence Institute of New Jersey by securing line-item funding in state budget ($750,000) coupled with substantial federal support from the U.S. Department of Justice. Orchestrated federal recognition and support for Cancer Institute of New Jersey (achieved its initial National Cancer Institute designation as a Clinical Cancer Center).

  • Designed and executed the government affairs program for all federal, state, and local relations for Liberty Science Center

    Designed and executed the government affairs program for all federal, state, and local relations for Liberty Science Center, a $68 million science museum and educational institution. Crafted strategies to secure institutional support from governmental entities. Developed Center’s first governmental relations plan.
